Human Resource Management

Managed human resources policies, procedures and programs. Specialized experience in compensation management (within public, union and not-for-profit sectors), recruitment and competency development.

  • Managed the Classification, Organization & Compensation Branch within a ministry comprised of over 1300 staff, a majority of whom were BCGEU members.
  • Experience managing a variety of administration of the human resources policies, procedures and programs.
  • Have lead multiple recruitment and selection exercises both from within government and as a private-sector consultant.
  • Worked with client areas to develop organizational structures and staffing plans. Developed performance management and improvement systems.
  • Designed and implemented employee orientation, development, and training. Participated in and/or contributed to policy development.
  • Managed various employee relations activities (e.g. workforce adjustment).
  • Managed and administered compensation and benefits (not-for-profit).
  • Ensured plans/programs were in place to address employee safety, welfare, wellness and health, as well as employee services such as counseling.
Sample Projects

BCSAP Common Competency Development Project: This project involved the development of role-specific competencies for all positions within the sector. The work set the foundation for the development of sector-wide training.

  • Creation of the Water Stewardship Division within the Ministry of Environment: This project involved over 350 staff from multiple organizations (being combined to create a new division within the ministry). It required the development of a business plan, supporting organizational structure, creation of positions and working team, recruitment and classification of positions. Facilitation of representative work groups was frequent and ongoing throughout the project (as was all written communication). As this project was very large, I worked with a consultant colleague, who was the lead on this project.
  • Reorganization of the Environmental Protection Division:  This project included multiple teams of representative staff from 4 different departments within the division. Staff were lead through a review of all current business processes and strategic priorities. The ultimate goal for myself and my partner as consultants was to develop a new organizational structure complete with job descriptions and classification levels.
  • Prevention & Compliance Branch: A complete program review and reorganization which included multiple meetings with representative groups of staff (Ministry Investigators, and Assistant Ministry Investigators – average group size was 20) with respect to their job roles, and classification outcomes.

Finance & Administrative Services: Performed a full review of Accounts Payable Section staff positions (24) from a classification standpoint, and facilitated discussions (information & education) to communicate rationale for classification levels.
