Procurement & Contract Management

Manager of Procurement for a provincial government ministry. Provided expertise, leadership, guidance and innovation to ministry manager, Directors, Executive Directors and other senior officials. Represented the ministry on the government-wide Procurement Council. Maintained in-depth knowledge of the legal and financial requirements of government as it pertained to tendering processes.

  • As the Manager, Business Advisory & Support Services, procurement was one of my areas of responsibility (together with the responsibility for oversight of the day-to-day management of the Financial Operations Branch located in downtown Vancouver, BC.
  • Provided high-level procurement strategy advice and decision support to project teams and/or new initiatives, branches or divisions within the ministry.
  • Managed the Ministry’s Procurement Unit with 5 subordinate staff (contract analysts).
  • Maintained a thorough understanding of the procurement process from both a ministry and a social sector stand-point as the ministry partnered with many social agencies via Grants, Contribution Agreements, and other forms of  financial agreements.
  • Maintained in-depth knowledge of the Financial Administration Act and it’s relationship to procurement services and/or needs of the ministry.
  • Improved the procurement and contract management capabilities of the ministry by providing tools and information to support risk-based and value for money decision-making.
  • Developed key risk reporting/monitoring functions on such matters as employee/employer relationships and direct award contracts.
  • Utilized monitoring information to identify, develop and deliver training and/or workshops for program areas.
Sample Projects
  • CAS/Oracle Invoice Approval Workflow Project: Lead a project team of 55 staff, comprised of representative staff from all areas of the ministry through the implementation of the new CAS/Oracle financial processes which were rolled out government-wide. Provided information, training and ministry-specific project coordination. This project was one of the foundation pieces related to future implementation of iProcurement.
  • Development of the Fast-Track RFP Process: Lead a smaller project team (6 staff) through the process of developing a Fast-Track process for the hiring (via contract) of Project Managers, and Business Analysts. This process resulted in a new, never done before initiative in government for which I received an employee recognition award from the former ADM of Financial Services, Randy McDonald.
